Raymond is a lifelong resident of the southside of Chicago. He lives with his husband and their dogs in Brighton Park.
 
Raymond ran unsuccessfully for Alderman in 2011. In 2012, he was elected Democratic Ward Committeeman. He was the first openly gay Latino elected to any office in Illinois.

After the 2010 remap, the 15th Ward boundaries shifted to include parts of Back of the Yards, Brighton Park, Gage Park, and West Englewood. Raymond ran again in 2015, winning nearly 58% of the vote.

He was re-elected in 2019 to a second term. He is currently running for a third term in the new 15th Ward. After the 2020 remap, the new 15th Ward includes portions of Chicago Lawn, Gage Park, Back of the Yards, Brighton Park, Canaryville, West Englewood, and the Stockyards.

Raymond's roots started in the Back of the Yards. His great-great-grandfather came to the neighborhood as an undocumented immigrant from Guanajuato. Through the generations, Raymond's family helped build a lot of the history of Back of the Yards, including Mary McDowell's Settlement House and Immaculate Heart of Mary Parish on Ashland Ave.

Raymond is a full-time Alderman who holds no outside employment. He is an animal advocate and fights to ensure all residents, regardless of immigration status, neighborhood, income level, education, orientation, heritage, or gender, have access to efficient and quality city services.
